Hmmm, gee this was tough one but http://www.geoffreylandis.com/monarch.htp should answer all your questions.
But just in case:
Richard W. Sheppe

And I like thick, dark beer.
-Andy Lumley
#3 is wrong.
"And here's Monarch in flight at Hanscom Field"

Read question 3 again.
3. Name the public location where this photo is on display(this blog doesn't count).
Airplanes can be flown anywhere the question refers to what public place has this photo on display.
Right, Boston Museum of Science.
We have a winner.
Well. This looks to me like the Gossamer Condor (precursor to the Gossamer Albatross person-powered flight) project, and it looks like Rick is third from the left in the back row. As for the location of the public display of the photo, beats me. So my guess is the Smithsonian where the aircraft is suspended from above and on display.
Just a guess . . .
http://en.wikipedia.org/wiki/Kremer_prize
The Monarch is the aircraft that won the third Kremer prize, the first two were McCready creations. Monarch is hanging in the museum of science in Boston, photo is on the wall near it. Been in there a bunch knew Rick worked on the project, test flew it as well I believe, but I'd never noticed the photo until last week.
Rick we get anything wrong or leave anything out?
Are you sure you've got the right guy? The guy in the photo has hair.
Dang, and I actually knew all of the answers and just never looked at my email yesterday... Ah well. However, I prefer single malts--so I guess that's just as well.

For the record:

Frank and I voted that only the pilots should get the prize money. We lost that vote.
That.is.so.cool.
I want to hear more about this!
The correct answer about the PMSC members should read Rick Sheppe and Frank Scarabino. Andy was correct but I'm more so. Do I receive extra beer?
Museum?
I'll say.
Yeah, we were going to have Frank stuffed for the exhibit, but then he left town.
Last time I saw Frank I think he was stuffed.
Hi Frank!
RWS, Man powered flight project, displayed at Museum of Science in
